Did graphic pictures on cigarette packs in Canada reduce smoking? Did it stop kids from smoking?

Smoking rates in Canada have gradually dropped during the past 11 years. What is responsible for this is up for debate. Not sure the graphic warnings have anything to do with it. Smokers (aged 15 yrs and older) dropped from 25% in 1999 to 18% in 2009.
