Why is Bath salt not banned?

like wtf k2 like for example why is it not banned and apparently is in compliance with FDA rules ? Why would it not be banned if it apparently is worse than other drugs... I can see is like it is bath salt and even says not for human consumption ... I can see that this is an alternative ... I just couldn't see how any anyone at all can do these things like nutmeg a while ago THE WORLD IS PATHETIC ....
