Do I need to update my internet?

Do I need to update to IE9? I have just IE. The reason I ask because I can't log in to my runescape account. Every time I log in it says error connect to server. I have already updated java a couple days ago. I tried remaking a runscape account and it said error connecting to server. And the page where you log in, it won't show the full picture. What do I need to do?
