Escherichia coli 0157:H7?!?

I am writing a historical analysis on the subject and need advice. This has been hugely in the media lately but I am having a difficult time pin pointing exactly when the proper started. There was a huge increased of cases in 1999? Does anyone know why? FDA funding cuts perhaps? If anyone happens to know please help me out!
